Why does the umpire yell "play on" after ruck bounce downs & boundary throw ins, in the AFL?

It's to let all the players know there has been no infringements made by other players, why is that weird? There are so many players around the ball, they can't see what the other players are doing, like holding etc, it makes sense to me to call play on.
