My mother had a break down once her mother died. now she is living on the street, how can i get her help ?

This is a big change from her personality. She owned her own business and once worked on the Hill(capitol hill). I have tried to get her help but everyone tells me she have to volunteer. How is that possible if she don't realize she is not in her right state of mind.
